The United Nations Security Council adopts Resolution 1696 under Article 40 of Chapter VII of the UN charter. The resolution gives Iran until August 31, 2006 to “suspend all enrichment-related and reprocessing activities, including research and development” or face potential economic and diplomatic sanctions. The resolution is approved in a 14-1 vote. Qatar, representing Arab states on the UN Security Council, is the only dissenting vote. It is the first legally binding resolution on Iran and includes the threat of sanctions for noncompliance.
